ACCNJ and its industry partners became increasingly concerned over the lack of quantifiable information on the ability of certified small, women-owned, minority-owned, veteran-owned and disadvantaged contractors (collectively called SMWDBEs) to perform the work prescribed in public contracts. In 2017, the Association and industry partners formed the New Jersey Construction Alliance and commissioned a comprehensive study of more than 1,000 DBE contractors certified by two New Jersey state agencies, NJ Transit and NJDOT.
EEO and Affirmative Action Workforce Goals – Member Resource
ACCNJ prepared a member resource to assist contractors in understanding their compliance obligations with Equal Employment Opportunity and Affirmative Action workforce goals on public projects. The resource focuses on good faith effort obligations and includes a sample “Good Faith Effort Referral Letter” that can be used when reaching out to the trades to meet workforce goals.

MWBE Certification Guide – Member Resource
Another member resource prepared in 2022 is a certification guide for MWBEs, SBEs, and DBEs. The guide provides helpful information on how to get certified as an: (1) MWBE or SBE in New Jersey, (2) DBE for Federal projects, and (3) MWBE and SBE for Port Authority of NY & NJ Projects. Readers are provided hyperlinks taking users directly to applications for the various agencies.
